In 2004, Honolulu officials dreamed big.
They imagined a city where waterfront promenades thrived with cafés and public art, where shaded sidewalks lined vibrant neighborhoods from Pearl City to Kahala, and where families could bike through connected green spaces—the “Lei of Parks”—from Kakaako to Ala Moana.(Civil Beat, 2024
Fast forward to 2025: while some of that dream has yet to materialize, the City and County of Honolulu is renewing its commitment to urban transformation with a bold update to its Primary Urban Center Development Plan.
